Town Meeting, will convene tomorrow morning to approve spending, possibly increase budgets, amend local bylaws, and “advise” officials. Every Southborough voter who was registered by March 30th is encouraged to participate as a member of the Town’s legislative branch
Here is my overview of the key things you need to know, and quick links for where to find more in-depth details.
Logistics
The meeting is scheduled to open on Saturday, April 11th at 10: 00 am, at Trottier Middle School. Amending Articles
Is there an Article you sort of support, but you’d like to see revised? Or a budget that you would like to be adjusted?
If you already know that you want to propose an amendment, the Town Clerk has posted a link to the form you’ll need to submit. To keep things running smoothly, he is encouraging voters to submit forms in advance for any pre-planned motions to amend. (You can read more about that here.)
Advisory’s Report & Tax impacts
The recent projected tax increase if all of the Town requested budgets is 4.60% in the next fiscal year (FY27) for owners of median or average homes.

What Town Meeting will be Voting on
The Warrant include 34 Articles. But, if Town Meeting agrees to approve the Moderator’s suggested Consent list, 21 Articles will be quickly approved within a few minutes. (Scroll down for that list.)
That would leave only the following 13 Articles to be individually presented, with some potentially debated:
4. Amend the Personnel Salary Administration Plan (Updates to position grades, salary schedule and stipends)

9. General Government Capital Items (non-borrowing)

23. Appropriation from CPA (Community Preservation Act) Funds – Administrative (Designating amounts in funding buckets)
24. Appropriation from CPA Funds – Adjustments
25. Appropriation from CPA Funds – Transfer to Affordable Housing Trust ($61,239 from the CPA’s Community Housing Reserves Fund)
26. Amend Town Bylaw Definition of a Dog Kennel (reflecting updated state laws)
27. Accept Easement for Willow Street (for culvert replacement project) (requires 2/3 approval)
28. Amend Town Bylaw Accept MGL c.60, s.62A for Tax Payment Agreement (authorizes the Treasurer/Collector to enter into written installment payment agreements with taxpayers seeking to redeem properties in tax title and to waive up to 50% of accrued interest.)

- The “Consent List” of Articles is prepared by the Town Moderator to expedite the meeting. If the hall agrees, they are voted on as one bundle near the start of the Meeting. (He posted his handout with this year’s proposed list this afternoon. It includes even more Articles than I anticipated.) Any single voter can call to pull any (or all) Articles from the Moderator’s list before the bundled vote.
