ATM Article 40: Amendment to Citizen’s Petition Article related to St. Mark’s Golf Course

This winter, citizens submitted a petition for an Annual Town Meeting Article to address the Town’s plans to purchase St. Mark’s Golf Course. The sponsor of Article 40 asked me to share the amendment he plans to raise when the article comes up.

In December, the Southborough School Committee supported parents’ desires to make full day Kindergarten tuition free. But, given the costs to making a change, it’s something they planned to “transition in”.

What that transition will mean to parents in potential tuition decreases this coming fall and the next few is still unclear.

[Editor’s Note: Because of my clear failure to do what I intended when I wrote this story, I have written a new story that clearly lays out my opinion: Opinion: Rooney’s resignation is based on his ethical stance (not a result of the complaint).] Selectman John Rooney has submitted his notice to the Town. The resignation letter is on the heels of an ethics violation complaint filed against him and fellow board member Bonnie Phaneuf. But Rooney isn’t stepping down until the spring of 2018. And he is citing very different reasons.

Planning discussing/drafting bylaws: Marijuana restrictions, Over 55 housing, overlay district and new uses to preserve historic buildings

The Planning Board indicated last night that it would work on a bylaw to restrict recreational marijuana sales. It is one of multiple bylaws that the board is discussing or working on.

Last month, the Historical Commission presented a draft bylaw for Adaptive Reuse of Historic Buildings to the Planning Board for discussion. Members reassured concerned owners of historical buildings that this doesn’t place new restrictions on their properties. Instead, it opens up new possibilities.
